I haven't read it either, but when you see one of those games from the 80s or older on TV, it is striking how little time is taken by the pitcher and batter between pitches.

I think that is where the 35 minutes come from.

Per the article, not much. The commercial breaks themselves were shorter, but they came back to the game and people were still dicking around. The total difference wasn't huge.

It was about 9 minutes according him but here's the money quote

There were 146 inaction pitches in the 1984 game.

There were 144 of these pitches in the 2014 game.

The total time for the inaction pitches in 1984 — the elapsed time between a pitcher releasing one pitch and his release of the next pitch — was 32 minutes and 47 seconds.

I just noticed that MLB pitchers can intentionally walk batters without throwing a pitch now, like LL and high school. This is terrible at the pro level, a lot can happen during an intentional walk (wild pitch, passed ball, pitch thrown in the strike zone by accident etc.)
